Lam Chiu Ying was director of the Hong Kong Observatory before retirement. He is currently an adjunct professor of the Geography and Resource Management Department of the Chinese University of Hong Kong and chairman of the Hong Kong Countryside Foundation. He is also an honorary fellow of the Royal Meteorological Society.
Even without considering the flooding risks of this proposition, the questionable population projection and mind-boggling costs of the construction alone should deter Hong Kong from making this unnecessary mistake.
