The government is due to introduce into the Legislative Council on Wednesday a new copyright amendment bill. In addition to reviving the less controversial aspects of the old bill, this new bill will introduce fair dealing exceptions for parody, satire, caricature, pastiche, quotation and comment on current events.

In mid-December, the Hong Kong government released a report on the public consultation on the treatment of parody under the copyright regime. Attracting close to 2,500 submissions, this consultation explored whether civil and criminal exemptions should be granted to parodies, satires and other similar works.
