
They suggested the installation of speed enforcement cameras on South Lantau Road and Tai Mong Tsai Road. Sites for installation of permanent speed enforcement cameras are jointly decided by the Transport Department and police based on the following criteria:
- Traffic accident records with particular emphasis on accidents involving speeding;
- Prevalence of speeding activities observed by police;
- The need for an even distribution of housing locations of these cameras to provide an area-wide deterrent effect;
- Strategic or trunk roads with higher traffic speed and traffic flow and long steep downhill road sections; and
- Geological and environmental factors.
Taking into account these criteria, permanent speed enforcement cameras have been installed at Pui O (South Lantau Road) and South Lantau Road (eastbound) near Mui Wo. But it was felt that the remaining sections of this road and Tai Mong Tsai Road did not meet the criteria for permanent speed enforcement cameras.
Regarding other speed control measures like road humps, usually they are only suitable on private access roads for reducing vehicle speed to below 20 km/h. For vehicles travelling at higher speeds along public roads, they will probably cause discomfort and danger to occupants of the vehicle and damage vehicles.
Regarding rumble strips, overseas research indicates their effectiveness in speed reduction is minimal - not more than 5km/h. This reduction would also be eroded over time.
On suggested transverse yellow bar markings on Sai Kung roads, these are usually provided at the approaches to roundabouts and toll plazas, and along deceleration lanes for traffic exiting from high-speed roads. In general, they should not be used on a main carriageway.
Regarding speeding and cattle issues, we have installed a number of warning/advisory traffic signs and road markings on the concerned road sections and referrals have been made to the police and Agriculture, Fisheries and Conservation Department for follow-up action. We shall continue to monitor traffic conditions at the concerned roads and take appropriate measures to enhance road safety.
