I applaud the Education Bureau's noble policy, "one curriculum framework for all". This enables students with special education needs to study in mainstream schools. Many of these students have benefited.

I applaud the Education Bureau's noble policy, "one curriculum framework for all". This enables students with special education needs to study in mainstream schools. Many of these students have benefited.
However, as a concerned parent, I feel the policy is flawed. This is especially the case with special needs students with serious emotional and behavioural difficulties.
I am talking about disruptive behaviour in class such as physical intrusion and aggression. This places undue stress on teachers who have not received the highly specialised training required. It adversely affects the progress of other pupils.
Many schools in Hong Kong do not have sufficient resources to care for special needs students. Parents and other pupils are often not informed that a special needs student is in the class.
In primary schools, you often find a chaotic and psychologically stressful environment in classrooms.
Complaints are often ignored by bureau officials and the professional psychologist who is supposed to deal with these special needs students. The Privacy Ordinance is cited when concerned parents seek information.
