
The Transport Advisory Committee recently gave a distorted reason for the growing severity of traffic congestion and overcrowding on Hong Kong's roads.
It put the blame on the growth of private vehicles locally and suggested punitive measures to stem the growth, such as raising the costs of annual licences and traffic tickets.
It has failed to publicly address key causes of congestion.
First, there is the ever-growing number of buses through redundant bus routes. It is not difficult to see lines of buses causing congestion on our roads.
To make matters worse, these buses are not fully loaded with passengers; some of them may even be empty. Remember buses are large vehicles and occupy a lot of road surface.
Secondly, there is the abnormally high volume of road works. These are proliferating. There are many roads which never appear to be without a road-works team and this can lead to most of the traffic lanes being closed.
