Letters | Five lessons for Hong Kong from Europe’s battle against coronavirus

The spiralling number of coronavirus cases is putting pressure on governments worldwide to respond quickly and firmly, and European Union member states are no exception. Here are five measures taken by Europe that could have also been taken by Hong Kong in the early days of the outbreak, to ease widespread public panic and safeguard the overstretched health care system.
First, a price ceiling on disinfectants. On March 4, the Czech Republic imposed price caps on face masks and respirators. Two days later, the French government regulated both the retail and wholesale prices of hand gels. Although this move does not resolve the issue of excessive demand, it is still a straightforward way to prevent businesses profiting from misfortune, and to protect consumers from price gouging.
Second, an export ban on protective gear. Germany on March 4 banned exports of supplies including gloves, masks and protective suits, except for international aid. The rationale was to ensure sufficient equipment for German health workers in the event of a serious outbreak.

Third, paid self-isolation. Britain has announced that employees will receive statutory sick pay if they have to isolate themselves. The Netherlands and several other European nations have similar arrangements.

Fourth, workers’ “right to withdraw”. In France, employees can withdraw from work if they perceive a clear threat to their safety. The latest example is the three-day shutdown of the Louvre museum, a majority decision the workers made in protest against the management’s lack of protective measures. The museum has since reopened, with tickets sold via self-service machines or kiosks with glass barriers.
