Letters | Covid-19 in Hong Kong: if Russia and France are high-risk, why wait to impose quarantine?

Can somebody in our Hong Kong government explain to me the sense of putting France and Russia onto the list of countries deemed at high risk of Covid-19 infection, as announced on October 16, and then only bringing the new quarantine regulations into effect on October 26? Why were the regulations not put into immediate effect?
Also, while I understand why the Macau government would want to quarantine people entering from Hong Kong for 14 days because of our continuing number of Covid-19 cases, why do people returning to Hong Kong from Macau have to quarantine for 14 days, when Macau has only had a total of 46 cases and none now for four months?

If the fear is that people coming back from Macau could have travelled to other countries meanwhile, surely that could be dealt with by requiring such people to declare that they have not been outside Macau for at least 14 days? As we all know, the penalties for making a false declaration in Hong Kong are severe.

Flight ban justified for out of control Covid-19

With reference to “Hong Kong urged to curb India travel as city records 17 new Covid-19 cases” (October 17), I absolutely agree that Hong Kong should ban flights from India until a vaccine becomes available.
