I would like to draw the attention of the Hong Kong government, the World Health Organization and the people of Hong Kong to something which appears to be lacking in the vaccination programme against Covid-19 – the issuing of internationally valid certificates.
The focus at present when boarding planes and being held in quarantine appears to be solely on testing for the virus. This is ephemeral, because results can change from day to day.

I have managed to dig out from my desk my International Certificate of Vaccination for yellow fever dated November 17, 1967. This also gives the origin and batch number of the vaccine. I also have my certificates of vaccination against cholera and smallpox. I also recall, as ship’s doctor, having to check vaccination certificates of approximately 1,500 staff and crew before gaining pratique – which means right to land – in Perth, Australia.

Our government health department should contact the World Health Organization urgently to find out if it is in a position to agree on the wording for such a document. The document should, in my opinion, note the name of the vaccine and the batch number, in case the vaccine used should come under suspicion at some time in the future of being either ineffective or causing problems.
