Letters | How Hong Kong can prevent a civil servant exodus
- Unless changes are made, more young people can be expected to abandon their ‘iron rice bowls’ once the economy improves

The lengthy three-year initial probation is too harsh when compared to the commercial sector.
With no job stability in these three years, civil officers on initial probation feel unable to start a family, buy a home or may even hesitate to spend more. It also hinders staff morale as those on probation are barred from promotion regardless of their performance.
Some may argue that opportunities are reserved only for those who are steadfast enough. But one’s aspirations and contributions cannot be taken for granted and should receive an equitable return and recognition. To make the civil service career track more competitive, the government should shorten the probation period to 18 months or less.
Staff performance management should be more motivational as well. Appraisal reports are the only means of performance evaluation in the government. Often, the report is written only by one’s direct supervisor without clear quantitative targets.
