While I’m supportive of some form of quarantine, the Hong Kong government needs to set transparent travel rules based on targets, such as percentage of population vaccinated, or maximum number of cases vs severe cases.

Does the Hong Kong government actually think before making decisions?
My wife travelled to Thailand to visit her mother. She is fully vaccinated and got an antibody test done before leaving so she could spend only one week in quarantine when returning at the end of August. A hotel was booked accordingly for seven nights.
With the sudden announcement of a 21-day quarantine for travellers from Thailand starting August 20, she decided to cut short her trip and return, but as we are unable to find a single available room, that option is out. The one-week booking that she holds for the original return cannot be extended as the hotels are also full during that period.
So what is she supposed to do now?
