Cadres had teamed up with businessmen and corruption was rampant in many areas, including state-owned enterprises, natural resources and construction, the team said in a report posted online.
The tour by the Central Commission for Discipline Inspections (CCDI) team was the first extensive investigation of graft in the province since Zhou came under suspicion.
Several high-level Sichuan officials with ties to the ex-minister, including deputy party chief Li Chuncheng , have already been detained on suspicion of corruption.
Inspectors also wrapped up a tour in neighbouring Shaanxi and found problems in development of natural resources and land. Special projects suffered from embezzlement.
The next target for anti-graft inspectors would likely be state-run media in Shanghai, the CCDI said, after problems were discovered earlier.
