Eleven nursery school children packed into a minibus were killed when it collided with a truck in Shandong province yesterday, state media reported.
The driver of the minibus was also killed, The Beijing News reported.
Two other children were seriously hurt while another sustained minor injuries.
The crash happened at about 8am as the minibus - which Xinhua reported was designed to carry just eight passengers - was taking the children to a kindergarten in Chaoshui township, near the city of Penglai .
Three children and the driver died at the scene. The other eight children killed were pronounced dead after being taken to hospitals in the area.
The cause of the crash is still under investigation.
It is common to see school buses crammed with children in rural areas of the mainland, a practice that has been linked to a spate of accidents in recent years.
Parents say they have to use the buses, many of which are not licensed, because schools are far from their homes and they do not have alternative transport to ferry their children to classes.
There was a public outcry three years ago after 19 kindergarten pupils and two adults were killed when their overloaded school bus collided with a coal truck in Zhengning county in Gansu province .
The minibus was carrying 64 people. It was designed to carry just nine.
One month later another school bus overturned and fell into a ditch in Jiangsu province , killing 15 people.
Many of the children were drowned as the vehicle filled with water.
The central government later released mandatory safety standards for school buses, including rules for the design of seats and safety equipment that must be fitted in the vehicles.
