Police have launched an investigation into a child abuse allegation involving a special school for the severe mentally disabled in Sham Shui Po in which an instructor was said to have fed a student a puree mixed with his own nasal mucus.
The complaint was made by a woman whose boy is a student at Chi Yun School on Kwong Lee Road.
The woman said she was taking care of her boy in a room on May 24 when she saw another teenage boy whose mucus was dribbling down to his lip.
She said she asked a male instructor to help the boy twice but was ignored.
School for disabled accused of neglect
The instructor was among two others taking care of about 20 mentally disabled students in the room.
The woman said: “When I asked him the third time, he just scraped all the mucus into a bowl [of puree] and stirred it up. And he asked me ‘what did you see?’ and then fed the boy another two scoops.”
She said she wanted to vomit.
The woman made an immediate complaint to his supervisor, but that person left the scene without raising the issue with the instructor, who continued to give the puree to the boy.
The woman complained to the school head, who said security camera footage showed there was no mucus and therefore no evidence.
But the school head admitted the instructor was problematic in his handling of students.
The woman could not accept the explanation and reported the case to the police.
A staff member from the school told the media that the school was handling the case, and the police and the Education Bureau were also following up.
The Education Bureau said on Sunday it was notified about the case on May 25 and contacted the school, which had launched an investigation. It would not comment further because the police were involved.
It said it would maintain contact with the school and the parents and offer them suitable help.
A police spokesman said the Sham Shui Po district investigation team was working on the complaint, which was received on Wednesday. The case was considered for the time being to be “cruelty to a child.”
The co-educational school caters to about 70 students.
Social welfare lawmaker Dr Fernando Cheung Chiu-hung said the school was known for its problematic governance and poor facilities and hygiene.
In 2013, an 18-year-old male student was found to have a broken leg which a doctor said could not have been self-inflicted. Police launched an investigation but found no evidence to justify further action. The father is seeking compensation from the school.
Cheung said the case might be a symptom of a lingering shortage of care workers in the city, which saw an annual brain drain of about 30 per cent in recent years.
