Northern Metropolis special laws won’t dodge Legco scrutiny: Hong Kong’s John Lee

Chief executive says in policy address that special laws will be designed to expedite the mega development near border with mainland China

A special set of laws designed for a Hong Kong megaproject near the border with mainland China will not dodge the legislature’s scrutiny, the city’s leader has said, defending his plan while assuring the public that lawmakers will effectively supervise the development.

Chief Executive John Lee Ka-chiu also said on Thursday that the government had prioritised launching construction projects over handing out consumption vouchers amid a tightened budget and called on residents to remain confident in the economy.

A day after Lee delivered his fourth annual policy address, dozens of residents contacted a radio phone-in show to share their views on his blueprint, with the most common issues including an imported labour scheme, baby-care support and the supply of affordable housing.

In his speech on Wednesday, Lee announced that special laws would be designed to accelerate the Northern Metropolis mega development.

As part of his policy initiatives, designated companies or statutory bodies will be established to manage different industrial estates within the project, with the government proposing to create dedicated funding channels for such entities without requiring Legislative Council approval under the new special laws.

Asked during a radio programme if such measures might lead to a conflict of interest and how effective supervision could be guaranteed, Lee said Legco would still play a role in the development process.
