Brian Wong

A Hong Kong social worker has been jailed for two years and three months for having sex with an underage girl five times and filming one of the illegal acts.
The District Court on Thursday sentenced Wong Lok-tin, 39, for the crimes he committed when the teenager was 13 to 14 years old.
The court heard that the father of one was a counsellor at a primary school, responsible for tackling pupils’ emotional and disciplinary problems.
He became acquainted with the girl during an extracurricular programme soon after her enrolment at the school in 2013.
After she graduated from the school, the teenager became friends with Wong and had sex with him four times at his residence in North Point’s Ming Yuen Mansions between June 2021 and September 2022.
They also had intercourse at the iclub Fortress Hill Hotel once during the same period.
On one occasion, Wong took two videos of himself having sex with the girl at his home. The defendant paid no heed to her reluctance to be filmed, according to the complainant.

The girl said Wong would make her take contraceptive pills on a regular basis so that he did not have to use a condom.
She said she had complicated feelings for Wong and felt she had been deceived by how the social worker said his illegal acts were “neither right nor wrong”.
“There is nothing normal or abnormal in this world … Really, it is a question of whether you want it or not,” the defendant said in a text message to the teenager.
On September 19, 2023, a social worker at the girl’s secondary school alerted her father after finding the teenager had cut her wrists.
When the parent told the girl that he had asked Wong to help her, she appeared visibly distressed and explained she had broken up with her boyfriend because he had brought back unhappy memories of the accused.
Wong was arrested on September 27 that year. He acknowledged he should have stayed away from the girl, but insisted he had a deep affection for her and had tried to help her develop a healthy lifestyle.
A pre-sentencing psychological assessment of Wong concluded that his risk of reoffending “should not be underestimated”, highlighting his irresponsibility, doubtful morals and failure to reflect on himself.
“I don’t know what she was thinking in her brain … As far as I understand her, there are just too many things that defy common sense,” the social worker reportedly said when asked to comment on the girl.
Judge Stanley Chan Kwong-chi on Thursday slammed Wong for abusing the trust that the teenager and her family had in him and trying to manipulate her into thinking there was nothing wrong with their illicit relationship.
“The defendant claimed that he had deep emotions for [the girl] and desperately wanted to help her rid of her chaotic life, but my view is: isn’t that how the defendant tried to exploit her vulnerability to satisfy his own sexual desires?” he said.
“The defendant clearly approached the young [girl] with an ulterior motive.”
The court handed down jail terms of one to two years for each count before ordering a partially consecutive sentence, for a total of two years and three months.
