The force said it received a report at about 7pm on Sunday from a resident of Chau Tau Tsuen in Lok Ma Chau complaining of a foul smell.
Officers later found the carcasses inside the man’s flat, along with nine cats, seven of which were in poor health.
The 28-year-old man, who lived in the flat, was arrested for animal cruelty after a preliminary investigation. He remains in police custody.
A criminal team from the Border District is investigating the case.
According to police, the Society for the Prevention of Cruelty to Animals has collected all the carcasses.
