Following a morning of transport disruption, Hong Kong protesters launched a full-swing non-cooperation movement on Monday afternoon, evolving into clashes with multiple rounds of tear gas fired by police in different districts. At North Point in the evening, a group of men with poles attacked demonstrators, leading to a street brawl. 
Across the city, protesters blocked roads and the Cross-Harbour Tunnel, started fires at police stations and threw a Chinese flag into Victoria Harbour.  
They had planned to stage peaceful sit-ins in different districts - including Admiralty, Tsuen Wan and Sha Tin - and protest at government offices to call on civil servants to join their strike, but as with the pattern in recent weeks, tensions between radicals and police escalated, turning pedestrian and residential zones into battlefields.
Hong Kong leader Carrie Lam Cheng Yuet-ngor earlier made her first public appearance in two weeks dismissing protesters' demands and accusing the ongoing actions of challenging the principle of “one country, two systems”.

Pro-government lawmaker Ann Chiang Lai-wan voices dissatisfaction with Chief Executive Carrie Lam Cheng Yuet-ngor’s lack of new initiatives after her morning press conference.
“Carrie Lam raised many issues during the press conference, but where are the solutions? Disappointing!” Chiang writes on her Facebook page.
Meanwhile, the legal sector says it will have its second silent march in two months on Wednesday. This time it will call for independent and fair prosecution, without political interference, and an independent commission of inquiry.

Early clashes between police and protesters

At Hong Kong International Airport, hundreds of flights are cancelled, and travellers are trying to make alternative plans to get to their destinations.
A Danish businessman, who has lived in Hong Kong for more than a decade, says the protests divided the 70 employees at the electronics firm where he works. Nine weeks of protests forced his company to consider contingency plans, with some workers indicating they want to move away from the city because of concerns about safety.
“I think it’s very disturbing,” he says. “It’s affecting our work; some people didn’t want to go to work. You have workers on the black side, some on the white side.”
“It’s dangerous for us, running the business. We need the business to be safe, but right now, it’s not safe. I hope it will blow over but it seems like it will not.”
Vietnamese businessman David Ong, 60, was visiting the city for five days with his wife and young son, and is travelling back to Ho Chi Minh City.
“If the protests don’t stop, it’s no good, how can we come again?” Ong says, adding that he comes to Hong Kong every month on business, but now will not come back until the protests stop.

K Fung, 38, an interior designer, says he supports the strike. 
He is frustrated by what he believes is collusion between the government and various influential parties.
“What the students are doing is damaging the corrupted side of the government,” he says. “The government should not blame the young people. Indeed, many adults support the young people and join the rally.”
Fung says he doesn’t care much about whether his company supports him going on strike.
“It’s the future of Hong Kong, and I ought to do something,” he says. “If my company punishes me, then I don't think that the company is worth working for.”

Alan Cheng Kwan-hing, MTR Corporation operation’s chief, says a trolley and bicycle were found on the track of the East Rail line.
It delayed the running of the line’s first service, originally scheduled to depart Sheung Shui at 5.40am, resulting in the first train arriving at Hung Hom station more than 20 minutes late.
A train, which was not carrying passengers, hit a trolley when it travelled from Tai Po Market to University stations this morning.
Branding the behaviour “very irresponsible”, Cheng says: “It could cause serious consequences for train services and passenger safety if a train hits items on rail.”
It is not known who is responsible for the act.

Protesters arrive at Tsuen Wan Government Offices at about 1.30pm and sit in the lobby, trying to pressure civil servants to leave, and prevent them from reentering after lunch.
Though some protesters bow and apologise to citizens seeking public services, a number of people stop at the door and appear confused and frustrated.

The rally in Wong Tai Sin Square is filled with hundreds of people wearing black. 
Lion Cheng, 20, a sports tutor, is on strike with his friend Billy Wong, 26, and travelled from Sha Tin to join the rally. 
“The police fired tear gas at residents who did not resort to violence at all, so we want to come and show our support,” Cheng says. 
The pair think Carrie Lam’s remarks in the morning were provocative and she failed to listen to the people. 
“Lam hasn’t responded to protesters at all,” Wong says. “I understand that protesters have escalated the violence, but that is only because the government is too arrogant. Youngsters are outraged and in despair as cannot see the future.”

At the New Town Plaza shopping centre in Sha Tin, people are congregating in their hundreds, with crowds continuing to swell.
The mall was the scene of violent clashes between police and protesters on July 14.

Large gathering in Sha Tin

More than 30 Disneyland employees, including performers, security, hotel and facilities staff wearing black or dark-coloured shirts are on strike outside the theme park and resort.
At around noon, the group walk out of Disneyland and chant slogans calling for Carrie Lam to step down, the extradition bill to be withdrawn, and for an independent inquiry into clashes between police and protesters.
Ellen Cheng Lai-yee, chairwoman of the Disneyland Cast Members Union, says they decided to strike outside the park to show the public they had walked out of the workplace. They say they will stay until 5pm.
“Seeing young people harming themselves to let the society know about the situation in Hong Kong, we are using our means to voice out on the matter,” Cheng says, who works in security in the theme park.
Alice Tam Ka-man, a performer, says she is taking part in the strike to protest against police handling of clashes, and the Yuen Long attacks on July 21.
“I did not think there would be so many Hongkongers participating in protests, so I do not feel lonely,” she says.

Home of the brave

Kevin Chan, 44, says his small firm of five workers is on strike.
Chan says he is against violence, accusing the government of causing the ongoing crisis.
“If [the government] said the bill is withdrawn when 1 million people took to the streets things wouldn’t be this way now,” he says.



Sha Tin businessman brings staff out on strike

Thousands take part in an anti-extradition rally in Sha Tin that spills from outside into New Town Plaza. Two giant banners hang inside the shopping mall, with the words: “Our hearts are struck by pain, retract the evil law”.

Almost all shops in Parklane Square, the mall closest to the Tuen Mun rally site, have closed for business. The management have put out a notice recommending all businesses shut for the day due to the protest.

Some coffee shops in Wan Chai are closed for the day and have fixed notices outside their premises in support of the strike.
Among those backing the movement and shutting up shop are The Corner with Punchy Coffee Roaster in the Hong Kong Arts Centre, Cafe Relay on Ming Yan Lane, Sensory Zero in Shui On Centre and Coco Espresso on Anton Street.
But some shops in the district remain open.
Alan Cheung, 40, owner of Sands Medicine Shop in Wan Chai, said: “If I don’t turn up for work, I’ll only be affecting myself as this is a private business.
“I try to stay neutral, and besides I don’t think one more voice will have any effect on the bigger picture.”
Along Luard Road, the Blue Hair Salon has a notice posted on the front of the building, saying it is closed for the day and will reopen on Tuesday.

Rounds of tear gas are fired in Tin Shui Wai to disperse the crowds.
Protesters are fleeing, some are throwing the smoking canisters back towards police lines.
The rounds are fired following repeated black flag warnings from police, warning demonstrators to follow orders or face tear gas.

Light rail service in Tin Shui Wai is disrupted as a big crowd of people gather around the Tin Yiu stop.  Services between Tin Yiu and Tin Shui stations are suspended on routes 705, 706 and 761P.  In Tin Shui Wai and Tai Po KMB has rearranged the routes of more than 25 buses and suspended services on two routes.

An engineer, who has joined the strikes, blocks the road by parking his car in the middle of Tai Ho Road in Tsuen Wan, using it as a temporary Lennon Wall for people to attach messages to in support of the anti-government movement.
He drives his car away, but barricades remain. Half a dozen traffic officers arrive and end the 15-minute occupation by removing the obstacles.

Form Five student Opal, decked out in a helmet and goggles with two friends in Admiralty, says she joined most of the previous extradition bill protests. “I’m not afraid of being arrested, because I think I did the right thing,” she says. “It’s not like I’m doing something evil like killing or stealing. We may be young, but if we lose this fight, Hong Kong will lose its future and freedom.”

Lawmakers Wu Chi-wai and Jeremy Tam Man-ho address the crowd in Wong Tai Sin. Wu says of Carrie Lam: “It’s disgraceful for Lam to provoke fights between people ... We are still sticking to our same five demands but she just fails to listen.” The veteran democrat also says he appreciates Hong Kong’s youngsters taking the lead in the extradition bill protests.  “I have to admit that we, the democrats, have been walking for a long time in these social movements but have never made such great strides.”

Police services suspended in Tsuen Wan amid chaos

Several retail outlets near the railway station in Central have shut up shop due to the strike.
“We are closed due to a transportation problem,” a sign at a shop in Wing Kut Street reads.

Aside from disruption on the light rail, the MTR is back up and running normally. But earlier on Monday protesters brought a huge chunk of the network to a standstill.

Some small stores are closed around the Harbour Crystal Centre in Tsim Sha Tsui, but bigger retailers and restaurant chains remain open.
Han Sueng-min, owner of Korean hotdog shop Bat Boys Corn Dog, says business is slow, with daily revenue down by half. But he says of the protesters: “I respect their choice and culture.”
In the same district, Tin Yin Fruit & Wine Store says revenue is also down by half. Its boss, who only gives his name as Mr Lam, says business is worse than when Sars hit Hong Kong in 2003.
 “It’s like a ghost town at night these days.”

According to Chung Chung-fai, chairman of the New World First Company Staff Union, 200 of his company’s 1,600 bus drivers have gone on strike, but he said overall operations had not been affected.

At least half a dozen police cars arrive at Yeung Uk Road in Tsuen Wan at around 3.15pm, unloading dozens of officers equipped with helmets, shields, batons and shotguns. In response to the government’s speech this morning, financial analyst Kwok Ka-wing hits back and says it is in no position to talk about the damage to the economy.
A graduate who studied economics, Kwok says an important element of conducting business is mutual trust, which is what Hong Kong is known for.
But he says the government has been violating that trust since 2014, when it started to disqualify opposition lawmakers. “It is sending the world a message that it does not respect the system,” he says.
The analyst, who works for an investment bank, says in the short run some may feel the burn of the protest movement. But if people do not resist now, “the world will no longer come to us for business”.
“When Hong Kong is gone, it’s gone,” he says.

Dozens of government staff are seen leaving the office.
The government issues a statement saying the area around Admiralty, the city’s administrative base, has been blocked, and traffic around the site is very congested.

Civil servants are leaving government headquarters after bureaus were advised to consider releasing staff.
Police in riot gear are stationed near to some exits as they depart.
The decision to allow staff to leave is made in response to the anti-government rally being held in Tamar Park and attempts by protesters to occupy roads nearby.


Tse Chin-wan, the undersecretary of the Environment Bureau, is among the civil servants who are leaving early for the day. He says there are not many civil servants in his bureau taking leave today. He concedes the entire government is facing a tough time.

Most civil servants leave government headquarters and turn left towards Central, but Ah Tung from the Education Bureau is one of a few who turn right and join the rally in Tamar Park.

Tuen Mun Highway near Tuen Mun Town Hall, the main traffic artery connecting Kowloon and New Territories West, has been blocked by protesters, causing diversions.

Protesters in the northern Hong Kong district of Sha Tin have taken over Sand Martin Bridge and surrounding roads.
The occupied roads are Sha Tin Rural Committee Road and Yuen Wo Road.
Thousands in Sha Tin have been taking part in an anti-government rally, one of eight being held as part of the citywide strike.

Dozens of officers have left in vehicles and only a small number remain outside Tin Shui Wai Police Station. Protesters and residents are now regrouping across the road. They shout: “Let’s besiege it again!”
