This is not the first time; the United States has already withdrawn from entities including the World Health Organization.
But as Washington increasingly disentangles itself from multilateral engagement, can China assume the void left to ensure that the multilateral system remains fit for purpose? What are the opportunities and challenges for Beijing?
The most immediate opportunity would be for China to expand its diplomatic footprint. China can certainly influence multilateral agenda-setting, particularly in areas where it is well placed to fill the gaps left by the US, such as development financing, infrastructure cooperation and technical assistance.
China has indeed laid a strong foundation for such endeavour. In May last year, China pledged an additional US$500 million to the WHO over the next five years, stepping up and replacing the US as the largest state donor. This demonstrates Beijing’s commitment to supporting the WHO’s work, particularly in developing countries. It will enhance China’s credibility among developing countries and reinforce its image as a reliable stakeholder in global governance.
