There are many reasons Hong Kong people are so frustrated with the government’s “efforts” in containing the Covid-19 pandemic. Here is one.
My mother learned on April 3 that her building was on a list for mandatory testing. She is happy to comply with the requirement, but she is in her 80s, has had heart surgery and a few bouts of pneumonia and is too fragile to travel to the testing centres. She is also worried about the risk of cross-contamination.
She called the hotline seeking alternatives, including whether someone could be sent to her home for her to be tested or she could submit a saliva specimen to comply with the requirement. She was told “no” on the former, while on the latter she was told it was possible but only if she could provide a doctor’s certificate that she was unfit to go to the testing centre to be tested.
The notice requires residents of her building – most of whom are elderly – to complete the mandatory testing by April 4. Will any government hospital be able to provide an immediate appointment for her to be assessed and have a certificate issued by the next day? It’s also simple logic that if she could make it to the hospital for an appointment, she could also make it to the testing centre.
Denying the elderly alternatives or making it so cumbersome that they become a non-alternative means many who are immobile or too fragile to travel to a testing centre will stay untested. This defeats the purpose of the daily sloganeering of early detection, early treatment and prevention of deaths.
The fifth wave of the Covid-19 outbreak has come at a high price. Thousands of lives have been lost to date, most of them elderly. One would have thought the government has learned its lesson by now, but maybe it hasn’t.

Mainland essential to Hong Kong’s future
Chief Executive Carrie Lam Cheng Yuet-ngor’s road map to tackle the fifth wave might just be sweet poison. Lifting the flight ban from nine countries could push up our infection rate.
Hong Kong was paralysed by Omicron, just one variant of Covid-19. With more open borders, other variants from around the world could arrive in Hong Kong.
Further, easing travel restrictions with the rest of the world flies in the face of the mainland’s “dynamic zero-Covid” strategy and will delay the reopening of our border with the mainland. It could also lead to lost opportunities and trust with the mainland.
Restoring ties with the mainland is crucial as it will enable families to reunite and let normal business activities and transactions resume. The mainland is economically important to us. Although easing travel restrictions with the outside world will help us retain foreign talent, some expatriates will leave anyway when they find more attractive jobs elsewhere, regardless of the pandemic.
On the contrary, given the transport convenience, historical reasons and inextricable bonds between the mainland and Hong Kong, business opportunities on the mainland are more sustainable. If the city has chosen the wrong side by valuing international trade more, the mainland will keep its border closed to us and gradually lessen its reliance on our key sectors, such as professional services. This will erode Hong Kong’s edge.

How to open up while remaining aligned with mainland
Let me suggest how government policy on Covid-19 can reintegrate Hong Kong with the rest of the world while remaining aligned with the rest of the country.
Clearly, the virus is now widespread in Hong Kong. A few incoming passengers will have no material impact on the numbers. What more can testing, compulsory or voluntary, tell us?
As for social distancing rules, we have long accepted these can intrude only so far. The need to take the MTR, for example, always outweighed the risk of catching Covid-19 while doing so.
There is no basis for keeping the inbound quarantine or social distancing requirements. The vulnerable should be protected, but the rest of us should stay at home if we feel poorly, seek medical help if seriously ill and otherwise get back to living life as we usually do and as the rest of the world now is. There is no need to relax these rules only gradually.
The only difficulty would then seem to be Lam comparing opening to the mainland to opening to the rest of the world. She originally prioritised the former, but last week she was ambivalent. In fact, the two can be treated differently with only a subtle reframing.
First, it is permissible for different health decisions to be taken at a local level given their different circumstances. Shanghai might be in a lockdown, but most other cities on the mainland are not. New South Wales eased its restrictions ahead of other states in Australia, and England did so ahead of the others in the United Kingdom. Internal borders needed to be put in place, but we already have an effective one with Shenzhen.
Second, as economist Paul Samuelson said in a quote often misattributed to John Maynard Keynes, one’s views can change when circumstances do. They certainly did through March in Hong Kong, the mainland and the rest of the world.
Third, the government has already adapted its approach several times. Adjusting our policy from “mainland first” to “consistent with the mainland” would be quickly forgiven if Hong Kong could resume its role as “Asia’s world city”.
