Recently, the government announced that in-person school teaching will gradually resume in the coming days. It is important to ensure students from all socioeconomic backgrounds have equal access to learning, whether online or face to face.
The authorities announced that resumption dates would vary according to grade, and online learning would be provided if in-person classes have not yet restarted. However, children from disadvantaged backgrounds have been disproportionately affected by the pandemic-driven digital divide.
According to Save the Children Hong Kong’s recent study on the impact of the pandemic on underprivileged families, almost two-thirds do not feel their home environment supports online learning, because of space, device and internet connection issues. Around 95 per cent of parents are very concerned about their children’s education.
To alleviate these negative impacts, learning recovery progammes are needed. For example, catch-up classes or small group tutorials can be arranged based on a simple assessment so that students with similar needs can be grouped accordingly.
Targeted interventions to ensure that underprivileged children can go safely back to school are also needed. New rules introduced on campus require that all students and teachers do daily rapid antigen tests (RAT). The extra testing expenses could be a financial strain on those from low-income households. As we have learned from the families we serve in our community centre, many of whom live in subdivided flats, the pandemic has caused tremendous stress, with many fearing for their health and experiencing financial hardship.
Our government should step up and provide underprivileged families with essential items including rapid test kits and health and hygiene items to ease the pressure. In addition, giving children access to additional mental health and psychosocial support services when necessary should be considered.
Despite the efforts of the government and education sector, online learning cannot compensate for the loss of play, movement, and interaction with peers, especially among young children. Kindergarten and early primary school pupils are least able to benefit from online learning. Positive interpersonal interaction with adults and peers during a child’s early years is critical for their acquisition of fundamental knowledge and skills, their social-emotional development and their well-being. The absence of such interaction has immediate and long-term impacts on their development.
Currently, young children are among the last batches to return to school. We urge the government to prioritise their needs as the Covid-19 situation continues to evolve.
The aim of education is to develop every child’s personality and talents, as stated in Article 29 of the Convention on the Rights of the Child. It is distressing to see children bearing the brunt of the pandemic. All parties in society must act collaboratively to make education a core part of Covid-19 recovery plans.

Stigma and high cost prevent access to safe abortions
Two years ago, a school friend of ours needed to get an abortion, but she found that it would be much easier to do so in mainland China instead of Hong Kong. By law, abortions in Hong Kong can only be performed at gazetted hospitals or FPAHK Day Procedure Centres by registered doctors. However, most of the gazetted hospitals are private and are therefore very expensive.
The high costs of these hospitals and physicians in Hong Kong, as well as long waiting times in hospitals, mean that teenage girls who need an abortion often have to go to the mainland, or in the worst-case scenario, seek a solution on the black market.
Although our request for information on this topic from the government revealed that there has been a rise in abortion cases among teenage girls in recent years, this appears to tell only half the story, as the data only includes those who received care from the government’s Maternal and Child Health Centres. What about the many other cases, like that of our friend who had to resort to crossing the border for her abortion?
To address this situation, we urge the Hong Kong government to provide easier access to abortion for teenage girls, especially for those who are underage and need parental consent. This can be achieved by not only reducing costs and waiting times but also by recognising the autonomy that all women, including those who are underage, should have over their bodies.
Moreover, owing to the stigma surrounding teenage or underage pregnancies, we feel that this issue is often sidelined in health education initiatives. We therefore hope that the health authorities can raise better awareness in schools and colleges of the realities of abortion procedures, as well as provide more guidance and support to those young women who need it.

Show proof beaches, pools are dangerous
Dear esteemed leader Carrie Lam, you have told us we might have some easing of Covid-19 rules. Yet, public beaches, pools and barbecue venues will remain shut.
We are all armchair epidemiologists now. We all do our own research. I can find nothing on the internet to support the idea that pools, beaches or outdoor barbecues are vectors of Omicron.
Clearly you or your experts feel differently. Could you please share with us what your experts are telling you about these outdoor “dangers”? Please share solid data from experience elsewhere.
Failing that, I beg you, dear leader, to ease the restrictions on beaches, pools and barbecues. Or tell us why. Why are you stopping us from very healthy outdoor activities?
