Chief Executive-elect John Lee Ka-chiu has said he intends to make Hong Kong an inclusive society. This should mean every member of our community will have the opportunity to serve Hong Kong in whatever capacity they might be capable of while partaking in all the benefits on offer.
For many years now, one of the main difficulties our non-ethnic Chinese brothers and sisters have had is the requirement to pass an examination in Chinese before joining the civil service. While there are some success stories, most cannot master reading and writing Chinese characters, even though they might be able to speak Cantonese fluently. This prevents them from joining the government and even the private sector, save for menial or low-level jobs such as food delivery and road works.
To help ethnic minority residents realise their full potential, the government needs to work out a new admission process. As both Chinese and English are official languages, it should be possible to accept a lower level of competence in Chinese for civil servants, with promotion tied to proficiency in language.
This does not mean that Chinese is of lesser importance – all civil servants must be proficient at speaking and understanding the language. It only means the desire to learn Chinese will receive more impetus and Hong Kong can once again embrace its status as an international city.

Ceremony U-turn welcome news for students
I am writing to express my delight at Hong Kong allowing unvaccinated students to attend their graduation ceremonies (“Unvaccinated students allowed to attend graduation events in policy U-turn by education authorities”, May 19).
As a secondary school student, I understand school life is a priceless memory to many. Graduation ceremonies are an important moment in our lives. If some students are absent because they are unvaccinated, the ceremony is incomplete. Therefore, relaxing the restrictions can give students a chance of marking a fitting end to their secondary school life.
Although the policy has changed, we still need to protect everyone during the ceremonies. All participants should bear in mind that they need to follow the rules, such as mask wearing and social distancing. I wish all graduates a wonderful graduation ceremony and a bright future.

Ticket policy change good news for all
I refer to “Hong Kong supergroup Mirror takes on scalpers with real-name rule for buying concert tickets” (May 25). Buying concert tickets was much easier once upon a time.
I remember the Andy Lau era, when we fans only had to queue for at most an hour outside an Urbtix outlet to get whatever number of tickets we wanted. Concert tickets were more affordable then too.
As a Mirror fan today, I can understand why fans being able to go to their idols’ concert to show support is such a big deal. Some fans have reportedly been cheated in ticket-selling scams.
Curbing the trend of concert speculation is good for everybody. Mirror can be relieved that their fans can support them through proper channels, fans can buy the tickets they want, ticket sellers can have good business again and opportunistic scalpers can be dissuaded from their greed.

Teach young people how to be parents
I refer to “Abortion rights bill fails in US Senate as Supreme Court ruling looms” (May 12). If only the already born and breathing received as much concern as the unborn.
As a free society, we cannot prevent anyone from bearing children, including those who insist upon procreating regardless of their ability to raise children in a psychologically healthy manner. We can, however, educate all young people for the most important job ever, even those who plan to remain childless.
If nothing else, such a curriculum could offer students a clue as to whether they are emotionally suited for the immense responsibility of parenthood. As for abortion services, just like critical health services and long-term care homes, they should never be a for-profit medical procedure.

Men must do their part in child-rearing
I refer to “Emotional breakdown: sympathy for Chinese mother who furiously slaps herself in front of her baby after failing to put him to sleep” (May 29). A woman slapped herself as punishment after she lost her temper and yelled at her infant son.
She is one of thousands of mothers on the mainland raising their children with little familial and social support. According to data released by China’s National Bureau of Statistics in 2019, women aged 25 to 34 spent 1 hour and 55 minutes on child care every day, while men spent just 29 minutes.
Women were not born just to be babysitters. I feel so bad for that mother. How much stress was she under to lead her to do such a thing? There is no doubt that some of the blame should be put on the father. As many people think that men are breadwinners and women are homemakers, this has caused a clear separation of duties between mother and father.
I highly recommend that husbands take care of their wives and help take care of their babies. Let the mother take some rest, given the physical and mental changes that accompany motherhood. Remember that the infant is not just her responsibility – both of you are responsible.
