Kathy Wong Kin-ho hid from the sun inside one of the large, upcycled water pipes in a park in Western District. Around her, children were crawling through them as if they were in a tunnel, sliding down one that had been cut in half, and a young boy could be seen jumping from atop several stacked together. His mother kept an eye as she lounged in the shade.
Wong watched proudly as people of all ages seemed to be enjoying themselves at WE Park, located on Fung Mat Road Waterfront Open Space in Sai Ying Pun, and designed by staff at the Playright Children’s Play Association in collaboration with the Central and Western District Office.
“This is what we wanted,” she said. “A unique play space that’s fun for both children and adults.”
Wong is the executive director of Playright, a charity founded in 1987 that aims to promote and protect a child’s right to play and engage in recreational activities appropriate to his or her age.
“We were inspired by several things. First, there is a deep sewage tunnel that runs from around here all the way to Stonecutters Island,” Wong said. “So, we wanted to use some of this region’s characteristics in the design of the park.”

WE Park also pays homage to the iconic Shek Lei Playground in Kwai Tsing, which used elements of large, recycled water pipes. The construction was completed in 1969, but the park was demolished in the 1990s.
“It’s very important to ensure that parks are not only for kids. We wanted this place to create a sense of nostalgia and childhood happiness for people who might have grown up playing in Shek Lei,” Wong said.
Playright is one of 19 beneficiaries of this year’s Operation Santa Claus, an annual fundraising drive co-organised by the South China Morning Post and public broadcaster RTHK since 1988.
Funds from the initiative will be used in Playright’s “Community Engagement and Empowerment for Play Space Transformation” project.

“Kids in Hong Kong spend a lot of time indoors playing video games,” she said. “And parents tend to be very focused on games that are educational, and don’t realise the importance of free play.”
Wong called these practises an “imbalance” in the growth and well-being of children.
“Covid-19 has made things worse. People are cooped up at home even more, as parks get closed often. This is all mentally and physically harmful; we need to change that.”
She believed one way to tackle these issues was by making parks more attractive. She said most public play spaces in the city were “repetitive” and “uninspiring”, and they needed to be more inclusive and accessible to children with special needs, while remaining enjoyable for adults too.

And the government seems feel the same way. In her 2019 Policy Address, Chief Executive Carrie Lam Cheng Yuet-ngor announced plans to modify more than 170 public play spaces under the Leisure and Cultural Services Department over the next five years.
She mentioned the success seen in the modification of Tuen Mun Park in 2018, in which Playright had an advisory role. The government later said the park facelift plan would cost an estimated HK$686 million (US$88.4 million).

“We need people who will know how to spend these funds wisely and effectively,” Wong said.
The Playright project will arrange for a team to visit Taiwan next October to understand what people in the self-ruled island are doing to improve their play spaces. It will also conduct audits on different parks, and hold seminars to educate adults on what needs to be changed.
Wong said the goal was to produce change-makers who could make decisions from a child’s point of view of “fun”, and not just create parks that were only “easy to maintain” and “safe”.
