Huawei Technologies Co, once the world’s biggest smartphone vendor, is focusing on other connected devices and the enterprise market amid its struggles with US trade sanctions, which the Biden administration has recently tightened.
Shenzhen-based Huawei, however, could still face restricted access to products and services related to those market segments because of Washington’s hardline stance on the world’s largest telecommunications equipment maker, according to analysts.
The privately held company, which was added to Washington’s trade blacklist in 2019, is trying to overcome adversity through its so-called 1+8+N strategy, which rotating chairman Ken Hu Houkun credited on Wednesday with helping bolster sales in a year when the firm recorded its slowest revenue growth in a decade.
“I believe you will see more hardware products, software and services from Huawei,” Hu said at a press conference in Shenzhen, where he described the development of an ecosystem of digital offerings beyond the smartphone. “Revenue from our 8+N business helped us offset some of the impact [from the decline in smartphone sales].”

Introduced in 2019, Huawei’s 1+8+N refers to smartphones as the first numeral in the strategy. The numeral 8 includes other connected devices including Huawei’s lines of laptop computers, tablets, smartwatches, earphones and smart televisions. 
The strategy’s N layer consists of third-party Internet of Things devices, which can be connected using Huawei’s HiLink app and file-sharing technologies.
In the same press conference on Wednesday, Hu said the 8+N operations recorded a 65 per cent year-on-year sales increase in 2020, when the firm posted 891.4 billion yuan (US$136 billion) in total revenue. 
In tablets, for example, Huawei shipped 3.3 million units worldwide in the fourth quarter last year to rank fifth behind Apple, Samsung Electronics, Lenovo Group and Amazon.com, according to data from research firm IDC.

The renewed push to further develop its 1+8+N strategy and generate significant revenue shows how much Huawei, with about 197,000 employees and operations in 170 countries and territories, has been struggling under the US trade blacklist. Amid rising US-China tensions, tighter restrictions were imposed on Huawei last year, covering access to advanced chips developed or produced using US technology, from anywhere.
“These other areas [in Huawei’s 1+8+N strategy] are still much smaller markets compared to smartphones,” said Nabila Popal, research director at IDC. She indicated that restricted access to chips extend to these segments as well.
“The key issue that will change the game back for Huawei is if it can find a real alternative source for its chipset requirements, or if the new administration in the US is willing to lessen the sanctions around the company,” Popal said. “It will be challenging for Huawei to regain the footing it lost in the smartphone industry over the last two years without Google Mobile Services and 5G chipsets from Qualcomm.”
The Biden administration, however, last month informed some US suppliers to Huawei of more rigid conditions on previously approved export licences, prohibiting items for use in or with 5G devices, according to a Bloomberg report citing people familiar with the matter.


Still, Huawei remains hopeful. Hu said on Wednesday that the company is “looking forward to help from global leaders to restore cooperation in the semiconductor industry”.
While Huawei’s sharpened focus on its home market – which accounted for 65.6 per cent of total sales last year – has paid off, business overseas declined because of trade sanctions that barred access to Google Mobile Services and decreased interest by telecoms carriers to deploy its 5G network gear over alleged security concerns.
“The cellular infrastructure business in China is huge,” said Mike Feibus, president at US-based research firm FeibusTech. “But Huawei is a global supplier. So even its large domestic business will not be enough to fuel growth and efficiencies.”
Huawei’s recent efforts to expand domestic sales from the enterprise market – its smallest business group behind consumer and carrier – show its resolve to deepen the application of its technologies in the world’s second-largest economy, as its international expansion is curtailed by the wider trade and tech dispute between Washington and Beijing.
“The contribution of the enterprises group is very likely to increase as Huawei tries to diversify and decrease its reliance on the consumer business group, which was traditionally driven by smartphones,” said IDC’s Popal. “As Huawei’s position in the smartphone market continues to suffer, without any end in sight, it is only a matter of survival for the Chinese giant to increase its focus on the enterprise business.”

The roll-out of 5G mobile network services across China, with the world’s biggest internet user population and largest smartphone market, is expected to rev up digital transformation across industries, from financial services and health care to manufacturing and long-standing economic workhorses like coal mining.
“In the digital transformation [of industries], Huawei adopts a customer-focused strategy,” said Peng Zhongyang, president of the company’s enterprise business group, told the South China Morning Post in a written reply about his unit’s development plans. He indicated that Huawei wants to establish long-term business relationships with companies in different industries.
Huawei last month announced a major push to license its 5G mobile technology, revealing its royalty rate for the first time. The company, which has been the largest technical contributor to global 5G standards, generated income of about US$1.2 billion to US$1.3 billion from patent licensing between 2019 and 2021, according to Jason Ding, the head of intellectual property at Huawei.
In January, Huawei said it was also targeting the new growth area of smart electric vehicles. The company’s move into car-related research and development dates back to 2014, when it established a laboratory for internet-connected vehicles.
Despite Huawei’s proven resilience in business development amid adversity, the political headwinds make it “unavoidable that the company will have an increasingly tough time”, said US analyst Feibus.
