Racing Incident Report
Race Two: (88) - HOI PA HANDICAP - Class 4 - 1000Meters
VICTORY POWER began awkwardly.
WILLFUL began only fairly and then lost ground when crowded for room on jumping between COBY WIN which shifted in after stumbling at the start and SHIMMER AND SHINE which, after beginning awkwardly, was taken out by FANTASTIC BOY.
MIGHTY VALOR began very awkwardly, shifted out and bumped the hindquarters of ALLIED AGILITY.
MIGHTY VALOR then shifted in abruptly and made heavy contact with the hindquarters of NO REGRETS AT ALL which became badly unbalanced.
EL JEFE shifted out at the start and bumped DUKE WAI.
After travelling a short distance, FANTASTIC BOY was momentarily crowded for room between SHIMMER AND SHINE which shifted in away from the heels of COBY WIN and STRATHALLAN.
C Y Ho (ALLIED AGILITY) pleaded guilty to a charge of careless riding [Rule 100(1)] in that shortly after the start he permitted his mount to shift out when not clear of VICTORY IN HAND, causing that horse to clip the heels of ALLIED AGILITY and stumble.
C Y Ho was suspended from riding in races for a period to commence on Wednesday, 23 October 2019 and to expire on Monday, 28 October 2019 on which day he may resume race riding (2 Hong Kong racedays).
In addition, Jockey Ho was fined $25,000.
Passing the 600 Metres, NO REGRETS AT ALL was shifted in away from the heels of MIGHTY VALOR which was awkwardly placed outside VICTORY POWER.
EL JEFE, which was racing outside MIGHTY VALOR, was inconvenienced in consequence.
Passing the 300 Metres, L Hewitson (VICTORY IN HAND) dropped his whip.
When questioned regarding the performance of SHIMMER AND SHINE, J Moreira stated that the horse did not travel comfortably at any stage of the race and did not stretch out as it had when previously ridden by him.
He said he had to ride SHIMMER AND SHINE along for much of the race and the horse was very disappointing in the manner in which it weakened, particularly over the final 200 Metres.
A veterinary inspection of SHIMMER AND SHINE immediately following the race did not show any significant findings.
Before being allowed to race again, SHIMMER AND SHINE will be subjected to an official veterinary examination.
ALLIED AGILITY and VICTORY POWER were sent for sampling.

Allied Agility kept rolling in front after shifting straight to the grandstand side after jumping alertly from gate nine to ring up a second win from four starts over this trip. Odds-on choice Victory Power kept grinding away up on the pace to finish a non-threatening second. He's extremely honest but has trouble winning. Duke Wai ran on well after a midfield run near the stands side to grab a placing 50m out. He's crying out for a longer trip. Strathallan was plodding in the last 100m racing handy to just hold fourth. He has come up flat under pressure carrying big weights in both starts and may need to make use of a claimer's allowance. El Jefe ran on all right to just miss the frame after behind midfield three off the grandstand side. Victory In Hand held his ground after travelling in a forward spot. He's shown some ability in his four starts. Shimmer And Shine was a non-factor after being ridden along to hold a spot fore of midfield on the far side.
